Post-Disaster Situation Analyses and Resource Management Using Delay-tolerant Peer-to-Peer Wireless Network (DiSARM)

Internet-based communication systems have been instrumental in providing day-to-day services in our life, but history has shown that natural disasters can severely impair all forms of communication, thus jeopardizing people’s lives. This proposal aims at systematizing such chaotic situation through a series of technical innovations in the area of hybrid wireless network technologies and its applications. The objectives of this project, called DiSARM (Post-Disaster Situation Analysis and Resource Management using Delay- Tolerant Wireless Peer-to-Peer Networks) are to:

  • Develop a disruption-prone wireless communication infrastructure with the help of smart-phones and allied rapidly deployable mobile devices that can effectively carry forward communication in the form of a peer-to-peer Delay Tolerant Network (DTN) in a disastrous situation,
  • Develop a robust framework that will lead to overall need assessment and situation analysis from piecewise localized views of the rescue teams and victims once a disaster occurs, and
  • Develop a coordination system to guide the resource distribution process, thus providing core disaster management services to the victims.
  • Validate the proposed solutions through simulation and smart-phone based test-bed implementation.
